cant post request or new thread why?

i just read the rules and everything why cant i post anything like a code request,i read that you need at least two posts to be able to request and do other stuff and i got about 83 posts do i have to be rep just to do this how can i get rep if cant post anything or try to give some codes i find and share them here. please can someone give some clear answers to my problem cause i dont get this.
